Individuals who are illiterate or physically disabled and therefore unable to sign can obtain an e-Government password under the following conditions.

If they have a previously notarized mark or seal made by hand, they may use it, or in cases carried out in the presence of a notary, a fingerprint may be used.

If a person who cannot sign wishes to enter into a contract that requires written validity, they may verbally express their intent to an authorized officer, and the officer will record, sign, and confirm that the statement reflects the person’s intent.
