Phone number verification with ID card is the process of verifying that the phone number defined in the system belongs to the person with the user's identity. The verified phone number with ID card is used to log in to the e-Government Gateway with two-factor authentication.

Verification of phone number with ID card can be done by more than one method.


1. NFC-based ID card verification

NFC Teknolojisine Sahip Cihaz If you have an NFC-enabled device and a new smart card, you can complete phone verification with your smart card by following the steps on the "Communication Settings page." .

To complete phone verification, you can enter your credentials and then touch your chip ID card to the back of your device to verify your credentials using NFC.


2. Verification by Login with e-Signature, Mobile Signature and e-ID card

What are the verification methods?

Verification of phone number with ID card can be done by more than one method.

What is Near Field Communication (NFC)?

NFC is a technology that allows a device to communicate with another device or chip in close proximity. Devices or cards that use this technology can be touched or brought into close proximity to each other to enable two-way communication.

1. If verification is started through the browser

if you have logged in to the e-Government Gateway with password or online banking option;

  • On the Communication Settings page, Click on Verify with the ID card button,
  • After meeting the requirements on the page that opens, enter your phone number and start the verification process,
  • Scan the QR code displayed on the page into the camera opened in the Scan QR Code menu on the e-Government Gateway mobile application login page,
  • Enter your identity credentials on the mobile application page and continue,
  • Wait by touching your chip ID card to your back of phone as described on the mobile application page,
  • Continue by entering the verification code received on the phone number into the appropriate field on the page,
  • The phone number verification with ID card will be completed.

2. If verification is started through the e-Government Gateway mobile application

If you have logged in to the e-Government Gateway mobile application with password option;

  • Touch on Verify By ID button on My Profile Page,
  • Review the information, continue and enter your phone number,
  • Enter your identity credentials in the appropriate fields on the page that opens,
  • Wait by touching your chip ID card to your back of phone as described on the mobile application page,
  • Continue by entering the verification code received on the phone number into the appropriate field on the page,
  • The phone number verification with ID card will be completed.

What is Two-factor Authentication?

this is the login method that increases account security by adding an extra layer of security to the password method when logging in to your e-Government Gateway account.

How do I enable/disable two-factor authentication?

if you access the e-Government Gateway from your browser, you can manage your two-factor authentication setting through the “ Two-Factor Authentication” menu on the Security and Settings page.


Which methods can be followed for two-factor authentication ?

When you turn on your two-factor authentication, you need to complete the two-factor authentication security process for logging into your e-Government Gateway account.

First, you can complete your login process using one of the e-Government password, mobile signature, e-signature, T.R. ID card and internet banking login methods on the e-Government Gateway login page.

Then, you will complete the login process to your account by completing the security process through one of the options listed below suitable for your account.

if you have a mobile device registered to your e-Government Gateway account; (You can find information about the registered device in the "What is a Registered Device?"" section)

  • By approving the mobile push notification to your registered device,
  • By giving approval from the transaction menu named "Mobile Approval" on the login page of the e-Government Gateway mobile application on your registered device,
  • You can log in by scanning the QR code from the menu named "Login with QR Code" on the login page of the e-Government Gateway mobile application on your registered device.

if you do not have a mobile device registered to your e-Government Gateway account;

  • If you are a Turkcell user and use the BIP application, by entering the verification code received in the BIP application in the relevant field,
  • You can log in by entering the verification code that will be sent to your authenticated phone number via SIM message or text message (SMS).

What is a Registered Device?

When you want to log in to the e-Government Gateway mobile application for the first time after the two-factor authentication feature is turned on, you will be asked whether you want to save the device you are logging in with as your registered device.

You can also turn the mobile device you are using into a registered device by following the steps of My Profile > Settings > two-factor authentication Procedures > Registered Device Procedures in the mobile application.

How to Login with a Registered Device?

If you save the device used as your registered device, then when you log in to the mobile application with the same device, you can login two-factor authentication with only your password without the need to receive SIM messages / SMS.

When you try to login from a mobile device other than your registered device, a notification will be sent to your registered device after you enter your password. When you approve to the notification, your login process will be completed.

After the registration process, when you try to log in to your e-Government Gateway account with the browser, you can complete the login process with the following methods;

  • By approving the mobile push notification to your registered device,
  • By giving approval from the transaction menu named "Mobile Approval" on the login page of the e-Government Gateway mobile application on your registered device,
  • You can log in by scanning the QR code from the menu named "Login with QR Code" on the login page of the e-Government Gateway mobile application on your registered device.

You can delete your registered device from the "Registered Device Operations" page in the "Security and Settings" menu.

Registered Device

If you are using two-factor authentication (2FA), you can make your mobile device your registered device and be automatically recognized by the system and log in quickly and securely.

HOW TO REGISTER THE DEVICE?

When you want to log in to the e-Government Gateway mobile application for the first time after the two-factor authentication (2FA) is enabled, you are asked whether you want to register that device you have logged in with as your registered device.

Or, you can make the mobile device you use as a registered device by following the steps of My Profile > Two-Factor Authentication > Registered Device If necessary, you can delete your registered device from this page.

If you disable two factor authentication (2FA) while you have a registered device, your registered device will be deleted automatically.


HOW TO LOG IN WITH REGISTERED DEVICE?

If you register the device which has been used as your registered device, when you log in to the mobile application with the same device, you can two-factor authentication (2FA) enabled login to your account with just your password without the need to receive a SIM message / SMS.

When you try to login from a mobile device other than your registered device, a notification will be sent to your registered device after you enter your password. When you approve to the notification, your login process will be completed.

After completing the registered device, when you try to log in to your e-Government Gateway account in two factor authentication from the browser, after entering your password, you will have completed the two-factor login using one of the following methods on your registered device

  • By approving the mobile push notification to your registered device,
  • By giving approval from the transaction menu named "Mobile Approval" on the login page of the e-Government Gateway mobile application on your registered device,
  • You can login by scanning the QR code of the operation from the menu named “Scan QR Code” on the login page of the e-Government Gateway mobile application on your registered device.

What is the Backup Code?

Backup codes are the codes used to complete the two-factor authentication in cases where there is no notification, no access to the registered device or no verification code can be obtained during the two-factor authentication.

How to use?

After turning on two-step login, you can get a backup code by going to the "Backup Code Transactions" page from the transaction menu named "Two-factor Authentication".

After generating the backup code, you can log in with your backup code by using the backup code login link on the login page in cases where you do not receive a notification during two-factor authentication, cannot access the registered device, or cannot receive the verification code via text message.


Important

  • If you want to cancel the use of the backup code, you can delete the existing codes from the relevant page by following the steps of My Profile > Two-Factor Authentication > Backup Code Operations on the e-Government Gateway mobile application. On the e-Government Gateway web application, you can delete the existing codes from the Backup Code Operations page on the Two-Factor Authentication menu on the Security and Settings page.
  • If you lose your backup codes, think they have been taken over by someone else, or if you need to renew them for any other reason, you can create new backup codes at any time from the relevant page by following the steps of My Profile > Two-Factor Authentication > Backup Code Operations on the e-Government Gateway mobile application. On the e-Government Gateway web application, you can create new backup codes at any time from the Backup Code Operations page on the Two-Factor Authentication menu on the Security and Settings page. When you create new backup codes, your old codes are automatically inactive.
  • Each backup code can be used once.
  • If you use all the codes, you can generate new codes from the "Backup Code Operations"menu.
  • If you disable the two-factor authentication, your existing backup codes will be inactive.

I am a Foreign User. Can I use two-factor authentication?

Foreign users can use the two-factor authentication once they have verified their phone number with ID.

If you are a foreign user, you can verify your phone number with ID using the methods below.

  • if you log in to the e-Government Gateway web application with e-signature or mobile signature, you can verify the phone number you are going to declare only by SMS, so that you can turn it into a verified phone number with ID.

Can I use two-factor authentication without a chip ID card?

Users without a chip ID card can use the two-factor authentication after verifying their phone number with ID.

You can use the following methods to verify your phone number with ID, if you do not have a chip ID card.

  • if you log in to the e-Government Gateway web application with e-signature or mobile signature, you can verify the phone number you are going to declare only by SMS, so that you can turn it into a verified phone number with ID.

  • You can define the phone number that you will declare by going to the PTT branches with your ID card as a verified phone number with ID.


I do not receive SMS during two-factor authentication. What should I do?

If you do not receive SMS during two-factor authentication;

  • Check if there is a program on your phone that prevents you from receiving SMS.
  • Contact your operator and check the SMS settings of your line.


I do not receive notifications for two-factor authentication. What should I do?

If you do not receive notifications for two-factor authentication, even though you have a registered device, check the e-Government Gateway mobile application notification settings on your registered device. Make sure notifications are turned on for the e-Government Gateway mobile application.


My SIM card is blocked. What should I do?

If you change your SIM card after enabling the two-factor authentication, your SIM card will be blocked. When your SIM card is blocked, you cannot receive SMS during two-factor authentication, so you need to unblock your SIM.

You can remove your SIM Block with the following methods;

  • By verifying with an ID card using NFC,
  • if you have a verified recovery e-mail in your e-Government Gateway account, enter the verification code that was sent to that e-mail address,
  • By logging in with your mobile signature, e-signature or chip ID card and verifying via SMS,
  • Via PTT branches,
  • If you are a Garanti Bank customer, from Garanti Bank ATMs,
can remove.


I don't have NFC on my device, what should I do?

If you do not have access to a device with NFC technology, you can use the following methods to authenticate your phone number.

  • if you log in to the e-Government Gateway web application with e-signature or mobile signature, you can verify the phone number you are going to declare only by SMS, so that you can turn it into a verified phone number with ID.
  • if you log in to the e-Government Gateway mobile application with a mobile signature, you can verify the phone number you are going to declare only by SMS, so that you can turn it into a verified phone number with ID.
  • You can define the phone number that you will declare by going to the PTT branches with your ID card as a verified phone number with ID.


I get an error during verification using NFC. What should I do?

If you get an error when scanning your ID card using NFC;

  • Make sure you enter your identity credentials correctly.
  • Make sure that you do not move the ID card and the device during scanning.
  • Make sure to verify with the ID card of the e-Government Gateway account holder you log in with.
If you cannot successfully scan your ID card using NFC after following the above actions and you think there is a problem with your chip ID card, please contact the General Directorate of Population and Citizenship Affairs.
